How to Change the Logged Out Background in Windows 7
1. Download and unzip 'Enable Custom Windows Logon.' Unzip the *.rar, then right click on the file that was extracted and select 'Merge.' This adds an instruction to the registry to allow a custom logoff background.
2. Navigate to 'C:\system32\oobe\info\backgrounds.' You may actually need to create this directory by navigating to 'C:\system32\oobe\,' right-clicking an empty space and selecting 'New' then 'Folder.' Rename this folder to 'info,' open it, and create a new folder inside that folder called 'backgrounds.'
3. Add a picture to this directory and rename it to 'backgroundDefault.jpg.' Note that this file can't be larger than 256kb. To see if it worked correctly, log off. The background should be the picture you chose.
