Bootmgr is Missing
The error 'Bootmgr is Missing' means that the Windows Boot Manager is damaged or missing. The Windows Boot Manager determines which operating system to run when the computer is turned on; without it, your computer doesn't know that Windows Vista is installed or that it should start up when the computer is turned on.
Windows Recovery Partition
In most cases, this problem can be resolved by booting into the Windows Recovery partition installed on the computer. Press and hold the power button on your Inspiron until it shuts off, then press the power button again and push the 'F8' key on the keyboard until a Boot Options screen appears. The first option available should be 'Repair Your Computer.' The Repair utility will automatically detect your operating system and will present you with several recovery options. Choose 'Startup Repair' to scan and fix any problems that might prevent Windows from loading properly, including the 'Bootmgr is Missing' error.
Recovery Partition is Missing
If you don't have a 'Repair Your Computer' option available, that means you may have inadvertently deleted the Windows Recovery partition. Fortunately, you can repair Windows Vista using your Windows Vista installation disc instead. Insert the disc, then press and hold the power button until the computer turns off. Press the power button again, then press the 'Enter' key when prompted to boot from CD/DVD. Click 'Next' at the first screen, then click 'Repair Your Computer,' and choose the 'Startup Repair' option to find and fix any issues that might prevent Windows from loading.
Startup Repair Fails
If Startup Repair fails to fix the 'Bootmgr is Missing' error, you may need to take your computer to a repair service. Otherwise, you can reinstall Windows Vista to resolve the problem, but this will mean that your saved files and programs will be deleted. To reduce the risk of file loss in the future, make sure to keep a current backup of your important files somewhere other than your computer, such as an external hard drive or an Internet-based storage service.
